Sawan (Name changed) 9 years old work as a Tiffin delivery boy for Rupees 1500 per month for the aspirants who are preparing for the coveted job of Indian administrative service in Old Rajender Nagar Delhi he delivers approximately 50-75 tiffins daily twice on cycle at the age were his hands should hold books he his busy amidst in the traffic balancing his cycle and reaching fast to deliver Tiffin’s, he some times in return get a tip from the distinguished IAS officers of tomorrow in form of Rs 5/-, A piece of apple, some times a t- shirt to celebrate his childhood and future in the labor which his pedaling his life in suffering and helpless agony. There is no one to help sawan because for him necessity has brought him to the roads of Delhi and IAS aspirants have no compassion but to abuse him for delay or give tip as per their mood this made me to reflect will their be relief for many sawans like him wither the care taker of laws?
Judiciary has once again reiterate concern against the growing child labor menace by banning employing children in circus it is paradoxical that our country make laws for children but failed to facilitate the benefit of the law to the juveniles though we got legislations, supreme court judgments, National commission for Child rights, Ngos’ all working in alliance to eradicate child labor nevertheless the child labor is expanding in India particularly in places like metro cities and semi urban areas were you find children engage in selling publication magazines, roses, accessories at the traffic signals and they are also not left out from the hazards of working in cracker factories, Beedi industry, vegetable market, hotels, and at tea vendors . We watch in every public places the future of the child is rupture in work against the law and humanity for two square meals yet everyone keep silence and march away.
India redeemed its pledge to have solemn tryst with destiny by complimenting the millennium development goal of united nation organization to inculcate a universal fundamental right for access to education in giving the nation a sustainable future in the form of article 21 A Right to education for children up to the age of 14 years that was profoundly appreciated by civil society but the sad disclosure about the reaching out benefit of legislation has been unsatisfactory starting from its inception to present due to little efforts invested in heralding the importance of the reformative legislation; The legislation which has a welfare impact has not been completely notified throughout India barring only ten states coming forward to do the needful that also throws questions open on the implementing and accountability issues against the policy makers who have been defenseless to activate the fundamental right of constitution in favor of subjects in over whelming manner. However the union minister that has been aggressive in reforming the education with experimenting the syllabus and pattern of examination has to equally emphasis in building the educational infrastructure of the nation by proper accommodation, teachers, more teachers, proper checks and other bottlenecks in the promotion and preserving of child rights particularly transforming the child from labor to literate in a functional reality to make India educated to rise incredibly.
As the out come of general census 2011 has given a new hope of India that is accentuating the importance of knowledge to assimilate the culture of education in their lives nevertheless the literacy ratio in children is still exist to cover the unfilled gap particularly those huge number that are dropped out or engage in child labor employment which is alarming with an obligation to bring them into mainstream; The need of the hour is to not only celebrate international days or grants funds but devise a proper strategy to end the problem of child labor, there can be restructuring of autonomous bodies like National commission for child rights with more powers, funds, and infrastructure to check child labor and enterprises those engaging children in child employment. There is also another issue that need to address that is the application of laws to give proper redress to the infantile recipient who is unaware of his rights and exploitation which also enhances the responsibility of the law enforcement agencies and judiciary to work together in contributing the means to carve the meaningful future of India today.
The educated force of India, media and government have to come together in bridging the relative deprivation and have regular social audit of the social welfare legislations to check the implementation with actions against its violations. We have to work for the change we need than to just hope for things to get better by itself. the shackles of the ignorance has to be broken by the light of knowledge which can be acquired and disseminated in form of service to act and behold as form of joy, let us discover solutions to overcome from getting our future ruined in colossal child labor activities and take lead in campaign against social evils to awake ourselves against such practices that is perishing the innocent let us come together to ignite tiny toddlers to learn and take schooling over thwarting jobs that has landed most of them in unhappy helpless state to gaze their fading childhood and future in contempt.
